So i reformat again and install IE7, Win Inst 3.1 and windows update 1st. i checked on google and it said that's the incompatibility of SP3. So here was what happen to me the day before yesterday. I just realised that both XP SP3 final and RTM version (which should be the same) have some incompatibility issues with IE7, Win Inst 3.1, and some microsoft based apps such as WGA.
